I'd say KDE is actually pretty close to the same amount of requirements that something like Windows 10 uses, while MATE is more like the requirements of Windows XP. It not only uses more RAM, but also much more graphics intensive processing.

- Customization: KDE has more GUIs for customization but MATE is still pretty customizable. While I don't use ParrotOS atm (switched to Arch with BlackArch repos) I do still use MATE on a lot of my machines (including the Arch one) and while I like MATE more KDE is still a great choice.
